function Bounds(aLeft, aTop, aWidth, aHeight: Integer): TRect;
Returns the TRect type variable from a rectangle given with width and height.
Bounds returns a rectangle with upper left corner at the point (aLeft, aTop) with width aWidth and height aHeight. The rectangle is empty at [aLeft, aTop] if both aWidth and aHeight are zero.
