function WithinPastYears(const SomeDate, AnotherDate: TDateTime; const AYears: Integer): boolean;

description
Returns true if two dates are within a specified number of years of each other.

Function counts only whole years - using the YearsBetween function - if SomeDate and AnotherDate are 2 and a half years apart, calling WithinPastYears returns True and sets AYears to 2.

var dtNow, dtBirth : TDateTime;
    DaysFromBirth : integer;

dtNow := Now;
dtBirth := EncodeDate(1973, 1, 29);

if NOT WithinPastYears(dtNow, dtBirth, 30) then
  ShowMessage('You are more than 30 years old!');
